Duplicate the background layer twice.

Work with the top layer first and make the others invisible.

With the contextual taskbar click on Remove Background.

Now to avoid ghosting remove the subject from the background. Hold Ctrl or CMD and click on the layer mask thumbnail to load the mask as a selection.

With the contextual taskbar click on the modify selection icon and choose expand selection. Enter 30 and press ok

Then disable the layer 3.

Then enable to layer 2 below.

In the Contextual taskbar select Generative Fill and Hit Generate. Choose the cleanest variation.

Next convert layer 2 to a smart object.

Enable Layer 3.

Then On layer 2 go up to Filter – > Blur Gallery -> Path Blur

Then drag the front and rear handles to orient the blur in the sceen

Use the controls like Speed on the right to control the blur

Then hit ok

Because Layer 2 is a smart filter you can click on Blur Gallery the make adjustment to the Path Blur filter.
